World cancer day

World Cancer Day is the only initiative that simultaneously unites the whole world in the fight against cancer. On February 4, 2019, the 3-year "I am and I will" campaign promoted by Uicc (Union for International Cancer Control) starts: a call to action to strengthen personal commitment to prevention, commitment which, even if carried out individually, could have an important long-term impact at the level of the community.

In November 2018, the bill signed by Maria Domenica Castellone, group leader of the 5 Star Movement in the Health Commission, was unanimously approved in the Senate, with which the national cancer register was established. The text, in the previous weeks had already been dismissed by the XII Commission of Palazzo Madama in the drafting stage. The text passes to the Chamber's examination.

"You need to know the enemy to defeat him. This is why the bill establishing the national network of cancer registries is so important. We have a duty to believe that cancer will one day be eradicated. And not by slogans, not by lexical games, but from therapies resulting from scientific studies supported by data, from a real map with the percentages and figures relating to the incidence of specific neoplasms in certain territorial areas. Where do you die, to what extent, who is affected more than others, for which specific tumor pathology. And how much affects a life spent in contaminated areas, where the air is saturated with poisons, where the earth, in eternal waiting for reclamation, covers and hides a blanket of industrial processing residues that travel underground and under trace , transported by layers that reach cultivated fields and water them ". So Senator Castellone during the explanations of vote. "Here - he added - we need to strengthen the ability to prevent cancer pathologies and study the factors of incidence, especially in the environmental field. To benefit from this will be the too many territories that still pay for complicated and high-risk environmental situations. By approving this text, we will put the data of all regional registers and surveillance systems online, so as to maximize the monitoring and prevention of cancer activities throughout the Italian territory. We will set up a network that will have coordination functions in prevention, diagnosis and cancer treatment. And thanks to which it will be possible to direct health planning through a careful verification of the quality of therapies and, overall, of health care. With the approval of this text we provide ourselves with a unique opportunity to take off research and safeguarding the health of citizens. Of the health of all of us".

The approved text consists of 8 articles

Article 1 establishes the National Network of Cancer Registries and Surveillance Systems of Regional Health Systems for the following purposes:
a) prevention, diagnosis, treatment and rehabilitation, health planning, verification of the quality of care, evaluation of health care;

b) implementation of epidemiological control measures for oncological diseases and tumor-related infectious diseases;

c) study of the incidence and prevalence of oncological diseases and tumor-related infectious diseases, in order to monitor their spread and progress;

d) epidemiological surveillance to reduce the risk of introduction or reintroduction of infectious diseases, even if eliminated or under control;

e) primary and secondary prevention;

f) study of morbidity and mortality due to oncological diseases and tumor-related infectious diseases;

g) simplification of data exchange procedures, facilitation of data transmission and their protection;

h) study and monitoring of risk factors and protective factors of monitored diseases;

i) promotion of scientific research in the field of oncology, including in the field of rare cancers;

l) monitoring of risk factors of professional origin, also through forms of connection and exchange of data with existing information systems, with particular reference to the national information system for prevention in the workplace (Sinp).

Within one year from the entry into force of the law, the data that can be entered on the Network, the methods relating to their treatment, the subjects who can have access to the same Network, the data that can be accessed must be identified and regulated. itself, the measures for the custody and security of the aforementioned data as well as the methods by which the interested parties are guaranteed, at any time, the exercise of the rights provided for by the European regulation on the protection of personal data.

The Regions must promptly enter the data by and no later than 30 April of the following year as a mandatory requirement for Lea. The data controller of the data contained in the national network of cancer registries and surveillance systems is the Ministry of Health.
